AN ORDINANCE TO ADOPT SOIL/EROSION CONTROL AND POST CONSTRUCTION REGULATIONS FOR INCLUSION INTO THE NEW FRANKLIN ZONING CODE AND TO AMEND SECTION 1400.02 OF THE NEW FRANKLIN ZONING CODE TO INCORPORATE DEFINITIONS ASSOCIATED WITH THE SOIL/EROSION CONTROL AND POST CONSTRUCTION REGULATIONS.

10. MAYOR REPORT - None

 

The Rt. 619 bridge over the Turkeyfoot Channel between Deitz’s Landing and the Upper Deck will be under repair beginning this November for the preparation of resurfacing Rt. 619 from the Green City limits to Rt. 93. The resurfacing will take place next year, which is why Resolution 10-R-54 has been sponsored. Repairs to the bridge will include patching holes, bridge facing and exposed rebar, and sections underneath, which hampers boat traffic because of falling debris. This was going to take place beginning August or September but the Mayor met with ODOT and ODNR to persuade and delay the work until November saving the blocking of boat traffic.

 

The Mayor attended the groundbreaking ceremony for the new dog park at the Portage Lakes State Park last Tuesday. The new dog park will be near the first parking lot on the left. It consists of five (5) acres.

 

New Franklin will have two (2) new businesses coming soon. The first will be TKM Print Solutions which purchased the vacant building on the southwest corner of Manchester Road and Turkeyfoot Lake Road (Rt 93 & Rt 619). There will be approximately 8 to 10 employees plus the owner will rent out part of the building to another company. The building was sold at auction on Tuesday for $220,000.00. The new business, looking to expand, is an exciting, successful business moving from a Killian Road location. The second business is a beauty shop on Manchester Road, near Swigart.

 

I am also working with PPG’s Lime Lakes Energy, LLC to support an application to receive an Ohio Department of Development “Transforming Waste to Value” grant to construct an anaerobic digestion renewable energy system in New Franklin on Vanderhoof Road. I met with Tom Meyer, the new Plant Manager of PPG Industries, on Monday to give him my support. Lime Lakes Energy has selected quasar energy group as the technology provider for this project. This plant will accept organic waste from waste water treatment facilities, food processors and agricultural producers while producing renewable energy that can be sold regionally. This will also reduce harmful greenhouse gas emissions and create a stable soil matrix in addition to generating a new revenue stream for our farmers. quasar has already developed relationships with over 33 Ohio companies to build a supplier network that will service projects across the nation. This project will position Ohio as a leader in the advanced energy industry, it will create jobs locally, and will have an immediate economic impact for the state and the City of New Franklin. The investment is to be $3.5 mil to $4 million.

 

The lake levels will be lowered beginning October 18th for four (4) weeks on Turkeyfoot Lake, Rex Lake, Mud and Samoa Lakes, Miller Lake, West Reservoir, East Reservoir and all adjacent channels. This is an agreement between the City of New Franklin, Coventry Township, Portage Lakes State Park and ODNR. The level was dropped earlier last year, but was returned to October this year.

 

Mr. Stock left the Council Meeting at this point.

 

The Mayor will be canvassing businesses along the proposed water line on Rt. 619 to see if we can generate more interest in water. There will be a water line to Shrakes Hotel Drive.

 

10-A Financial Report

Mr. Svab passed out a handout on insurance information.

 

11. OLD BUSINESS

Mr. Adamson asked Mr. Svab if the new health insurance questionnaire would be going to all four (4) agencies that were at the previous health insurance meeting. Mr. Svab said “yes”. Mr. Adamson then asked if the companies will be asked to submit bids? Mr. Svab stated when he receives them he will compile the bids and will schedule a work session with Council to discuss.

Mayor Bollas also said a meeting will be held to discuss.

 

Mrs. Jones stated the SASWMA program “Get Caught Green Handed” will be starting in October.

 

12. NEW BUSINESS

Mr. Musarra stated the Akron Blind Center is having their Annual White Cane Walk on October 9, 2010 at Grace Park on Perkins Street in Akron. $20 to participate or you can make a pledge. This is their major fund raiser.

 

13. PUBLIC QUESTIONS
